I had this and removing mat_antialias from my fps config fixed it.

Just beware though, using -nod3d9ex will most likely cause longer alt+tab times. Reminiscent of how it was before Valve updated it and removed the alt+tab issues.

In my case, it also caused crashing about 5% of the times I tabbed out.

I had this problem for a long time. I got a new pc (which is pretty good) with windows 8 so i decided to play with the high quality config (dx98) and the overlay was bugged exactly like that. I changed to dx9frames (dx95) just 2 days ago and it was solved.

Although its still bad that I can't use mumble properly with a high quality config

Open mumble before you open steam. Might not work, but it is worth a shot.

so... including -nod3d9ex in my launch options did fix the problem, but it also increased by fps by about 4x? is that.. normal?

an increase shouldnt be suprising as it disables dx9 and runs the game in dx8

bleakan increase shouldnt be suprising as it disables dx9 and runs the game in dx8

d3d9ex is not DX9, it's basically extensions of DX9 only available on Vista and up. That launch command disables them. DX8 is a different launch option entirely.
