DCSpeak schocky was the only one that can compare to clockwork.
numlocked was not even the best demoman in EU when Epsilon was dominant imo. He played his role well as a non-carry demo and he was elite, but not the best.

When I first started watching TF2 the Mike vs Stark dynamic was like lame Esports nerd version of Ronaldo vs Messi in EU.

my picks are mostly coming off of memories from i46-i55 era of TF2 with some NA bias due to just me watching more NA games than other regions. I also added a big list of honorable mentions for each role to give some players credit during this time period and beyond.

multiclassers (people who were not top of their role imo but were consistently very good across multiple roles): ash, harbleu, starkie, paddie, ams
the most interesting roles imo are demo and pocket soldier as I think their roles have changed a lot since the i46-i55 era until more recently.

IMO there are only 3 positions that have a clear front runner and everyone else is fighting for 2nd place. There are a lot of great players to compare but these 3 proved to be far above anyone in their respective roles.

Soldiers -- ROFL good luck with this one. There are at least 10-20 solid choices from NA, EU and AU
P. Scout -- probably b4nny but once again there are a hell of a lot of other solid choices that did the "pocket scout" role amazingly and can make cases I suppose
