A pc won't improve your internet connection. Either you already got good broadband or you don't, whether you've got a toaster or a 5000$ pc won't change that.

Figure out how much more power you need.
Still, light editing should be fine and fps in games won't improve either if it's already overclocked, so I don't see the need to upgrade.

You can get a better case if you want to. I don't know what kind of design you like so I went with my default for now.
Windows 10 if you are absolutely sure you want it, 8.1 is sort of the safe choice if you haven't made up your mind about forced updates and so on yet.

PSUs can only be bought from Newegg or somewhere more expensive. Lower prices are illegal.

As I said, you misunderstood me. 5 testing points (10%, 20%, 50%, 80%, 100%) vs a sweep.

Also if your case doesn't have a seperate bottom intake for the PSU I feel bad for you (even then 40-50°C is too high for case temperature)
If your case does have a bottom intake but your room is at 40-50°C (104-122°F) like the hotbox is then god help you.

A hotbox is definitely not a normal environment, it's a stress test.

No.
Most games won't even use 4 cores, let alone 8.
You could try overclocking though. We're talking about 20% best case though, so if that's not enough of an improvement you will indeed need both a new mobo and a new CPU.

143$ for 60fps in Fallout 4 on Ultra / 1080p. Anything beyond that is definitely overkill.

Check your PSU though. It shouldn't be a problem, but it's better to make sure. And it the unlikely case that you do need a new PSU there's enough of the budget left.

Well how the texture looks in "base form" is just a picture. What's rendered is how it looks from a certain angle after it's applied on top of a 3D model.
So if you want to render that only once all models have to be static, no changes, and the camera can't move. That's called a picture. If you want multiple different pictures, preferably more than 60 per second, well that's exactly what happens. And each of those frames will have to be rendered from scratch.

And yes it's kind of important to name all parts you want to upgrade.
Still, upgrading the GPU won't help at all so don't do it.

I could just recommend the best GPU <200$, but I'd rather not go overboard. Name a goal (fps/game/settings/resolution) and I'll find a card that does that and maybe a little more. Pretty much anything will be an upgrade from a 6 years old card.

No, it doesn't work like this.

Everything has to be rendered for every frame or you wouldn't see anything.

Setting it to max / infinity would mean that everything, no matter how far away is always rendered in max detail.

For the most fps you want everything no matter how close to be rendered in min detail, that's why it's set to 0.

Pick a budget. "2014 game titles at a decent performance on 720p" doesn't tell me anything. I have no idea what you think is "decent performance" and both Watchdogs and Binding of Isaac Rebirth are "2014 game titles".

You said you "need the best cheap black friday deals" so I'm betting there is a budget restriction, otherwise you wouldn't care.

Seems to be internationl, up for 99€/95$ as well.
You're not really saving 125£ (63%) though. The price if for the normal version is about 130£/170€/160$, the black edition is usually cheaper, but if you don't see black as a disadvantage (or even like it better) ~42% off is definitely pretty good.
