Are you actually looking for a used 750 Ti?
Because even whoever you asked didn't just completely ignore the "I'm looking for a used GPU for 50-100$" and just went straight to the "Get a 750 Ti" chant, it's not going to be <100$ new.
Or why are you talking about shipping?

Even an AMD R7 250 would be enough, which is <100$ new.
Also if you really can't find a used 750 Ti and would buy a new one instead, don't and get an RX 460. Same price, a bit faster.

They don't have the 250GB version as 2.5".
3. Same model for 120GB (M.2 version) and 500GB (2.5" version).
4. No Mini-ITX. Anything else (micro ATX and ATX) should be fine.

It's a bit older but it's still a lie anyway because HDMI 120Hz works on 720p even with the XL2411T iirc.
The point is they expect and want you to use DVI, that's why they give you a DVI cable.

HDD: Seagate Barracuda ST1000DM003
SSD: 850 Evo M.2 250GB 2.5" version isn't available
PSU: Corsair CX450M
Case: Cooler Master K281

Total: 5758

With a 500GB SSD and no HDD it would be 5680.

For some reason the 120 and 250GB versions aren't even remotely close in price so with 120GB SSD + 1TB HDD it would be 5518.

Or just get 8GB RAM and another 8GB later. Either way you can get that sweet sweet i5-6600 + GTX 1070 combo for 5500.

So for just 144 Hz as cheap as possible it's good, if you want strobing or decent colours it's not.

me_irl has gone off the deep end.

Anyway a burning smell usually points to something burning.
Apart from insects or hair from various pets this could also be a defect. Either way you'll have to open it to find out.
Contact someone who knows what a screwdriver is and how to use it. Or just do it yourself.

Considering DP 1.2 (1080p 144 Hz, though even 1.0 could do 120 Hz) and HDMI 1.4 are about the same age (2008/2009) and it took them ages to get that integrated I'm not exactly surprised.
DVI-D Dual Link is by far the most widespread and oldest connection that allows 1080p 144Hz so everyone went with that. HDMI and VGA are just for specs/compatibility.

The monitors of the XL series can provide 120 or 144Hz exclusively through a DVI dual link cable (which is provided with the monitor). No 120Hz image can be displayed through HDMI cable at any resolution.
