rtx2070 is right in your budget and has ray tracing cores. You could go with the gtx 1080 for a little more, but according to https://gpu.userbenchmark.com/Compare/Nvidia-RTX-2070-vs-Nvidia-GTX-1080/4029vs3603 the rtx 2070 seems like a direct upgrade. The RTX 2070 is also a much more recent release.
