JarateKingI don't know the details in depth, but Targem games uses their own format called TPAK for their games, so this script for QuickBMS is likely your best bet.
I was able to extract them that way, thanks!

Also, how can it detect which crosshair to use for a class from a single vtf and if we could just make a large vtf with all our custom crosshairs and associate them to each class

Fakeall of the default crosshairs are located in 1 vtf file. Open the tf2_textures_dir with a vpk viewer, go to materials -> sprites -> crosshairs.vtf. Then you would have to extract the default scout crosshair from that.
"cl_croshair_file default" and the rest of the crosshairs are one file and are located in the same textures vpk at materials -> vgui -> crosshairs -> default.vtf
