you can either move the targetid up/down (afaik it should be case of editing y of secondarytargetid in hudlayout.res)
or you can create file called chat_english.txt in resource and put this in

ShitposterBecause Quake runs at like 5000 fps. It also does a thing that makes it so you don't lag compensation over 80 ping so you have to lead your shots. Tf2 doesn't run well and has really fucked up lag compensation that allows things like getting facestabbed by a 300 ping spy your looking when you have 20 ping. I've been bored and playing pubs recently and most of the servers are horrible which is also part of the problem.
ql/q3 are limited to 250 fps client side and the default server tickrate is 30
lawena auto backups custom and cfg folders into /tf/ as lawena-user.dateandtime.bak.zip, have a look
phoroforit significantly increases medic skill. people only stand still for arrows because bad medics can't hit players who are moving. i can tell u if u can arrow ur teammates without them calling for one, it doesn't slow the game down at all.
it increases meds skillset slightly by having to aim a bit/be able to predict movement a bit but on the other hand it lowers it a lot by streamlining the skill of managing and keeping track your teams health by providing massive bursts of hp at request
also these arrows "prevent" frags from happening so by ops theory it slows the game down

by lagging you mean fps drops or stuttering?
remove all your custom stuff and run tf2 with "-autoconfig -default" in your launch options
reinstall graphics card drivers (remove using ddu) and update all other drivers
set power plan to high performance
set graphics card to high performance
try "mat_queue_mode -1"
open powershell and run get-appxpackage -allusers *xboxapp* | Remove-AppxPackage
check cpu and ram usage during gameplay
if you are using "kill notices only" hud (or whatever it's called), it has damage numbers disabled. you have to enable them in huddamageaccount (and maybe in hudlayout)
