it removes the dust coming out when you shoot (eg with shotgun) into wall/ground

you most likely have a duplicate somewhere in custom folder

iirc this was something with new amd drivers, try rolling them back
depends on how good your pc is, anyway you can minimalize possible effects by disabling aero and all other windows visual effects
if you don't feel like there is an input lag or unplayable fps you should stick to it

iirc mat_filterlightmaps 1 might do some magic
fullscreen - takes longer to alt-tab, generally more fps, reduction of input lag
borderless - easy alt-tabbing, might interfere with windows taskbar, easier to play on custom resolutions, changing brightness only using win/driver/monitor (global), for me it causes stuttering, heard of problems with mumble overlay
