sagewhat -dxlevel are you setting? -dxlevel 91 is the most recommended one for dx9 i think

from rules: A team cannot have more than 7 players on the server. As in, if you need to switch a player out. The player currently on the server must leave prior to the new player joining.

shadowburn has applied color correction on the video, if you want similar effect when playing try sweetfx
mike is dxlevel 80/81 + higher brightness + cfg for max frames possible (chris' most likely)

try removing all custom files and type -default and -autoconfig to launch options and check
if this works try adding all custom files one by one to see which is causing it
try switching to dx9
verify game cache and check
