are your viewmodels turned off (set to 0)? if so it may not be screen tearing but a bug with setting viewmodel_fov to 0

it's also important to note that Scalia's conservative opinions are less "i hate the gays and want them to suffer" and more "it isn't the court's field to decide these things" due to his staunch belief in originalism
Since around Tough Break my tf2 has had like a 35% chance of straight up crashing when I start it up. It loads into a black screen and I have to close it through the windows prompt.
I've already validated my TF2, it said there were files that were re-acquired but it didn't seem to fix it.
We were going to meet Justice Scalia on my AP Gov field study. Despite me not agreeing personally with some of his decisions, from what I had heard from previous groups of students (and from our teacher, who was great friends with him) he was an great person to interview. Very personable, surprisingly. Even if I disagree with his conservative viewpoint on the judiciary's purpose in the government, and some of his decisions, I still intensely respect the man.
