how to make the game less scout centric

If we make fps_max 60 mandatory for all competitive players this will nerf everybody's DM but it will affect scouts the most because of their high movement speed and need for precise aim. it is now way too easy for scouts to out damage soldiers and demos. last night i was playing tf2center and our pocket did only 230dpm compared to my 250. scouts should not be able to do 250 dpm in a balanced competitive environment. 250 dpm is almost enough to kill a fully overhealed demoman every minute. Its no wonder that class isn't very good anymore. yeah I know that some people have 120hz monitors like me but if we force everyone to run @ 60 fps it will level the playing field for gamers of all economic backgrounds.
