Alright. Well I guess if I settle for fullscreen, can I still keep my 2nd monitor really active? (I always have Netflix going during dm, or like 4 chrome tabs while I'm streaming)

And I really just like windowed for the ease of alt-tabbing. The game minimizing triggers me
Seeing as I play in windowed I really don't want to lose the fps from switching to win10, so I was wondering if any one is on the quest to fix this problem. I know on win7 it is possible to just disable all the ui shit for performance, is this an option?
We need this on LAN. We can't ping variance effecting the outcome. Valve get your head in the game
I'm not sure what's causing your problem but I really don't recommend it if you are delaying for any significant amount of time/if you don't have an ass load of RAM. All OBS does is store it on your RAM for the 1-2 minutes you set as the delay.

Not at all. In game mouse accel is VERY frame dependant and is almost never consistent
