imo the biggest driver for the servers being dead is that dm is really only playable with 6+ people. There aren't any systems in place to deal with a server being not-full, so trying to start a dm server by yourself is actually a bit of work and the incentive to join a low population dm server is really low. I think that combination of factors makes it not worthwhile to try to get a dm server going when you're outside of the dm prime time in NA

I honestly don't know if there's a good fix for this, but at the very least having no afk timer for a server with less than 4 or 5 people would remove the hurdle of needing to be tabbed in to try to get a server going

After the pause it manually sets the ubers back to that %
Not sure if hub having the arrows out has any impact, would need to test

tf2 is in this weird spot where there are a lot of modifications that can be made to game files that would just straight up get you autobanned in games that are designed to be competitive focused (vtf crosshairs, modifying game particles, being able to hear spies cross map)
People are used to being given a high amount of freedom when it comes to customizing their game. Being able to see your meds uber percentage exactly from the flank is for sure a grey area where there is precedent that leagues haven't really controlled what you can change in your hud, but I think leaning to the side of caution and banning is a smart choice until you've at least heard back and forth from both sides as to what the ruling should be
