I'm not sure from which whitelist you're taking notes from, but you got some stuff you'd want to consider changing:
Unban:
1)Degreaser, Backburner, Axtinguisher - all 3 are allowed in both ESEA and ETF2L, none change the meta of the pyro but actually help the pyro deal with pushes a bit easier than he would with stock flamethrower and the other axes, really no reason to keep them banned.
2)Dalokohs Bar, Holiday Punch - the Dalokohs Bar gives a really small buff to the heavy which is barely used, it's allowed in ETF2L and it didn't change the meta at all.
Now with the Holiday Punch there is a question mark above it, which is up to you, but I think that it deserves a shot, it's a reward weapon, if you manage to get behind a whole team and punch them in the back, you deserve to see them laughing :).
3)Eureka Effect - the Eureka Effect which takes you a ton of time to upgrade your sentry to level 2, let alone level 3, which will be a total downside with really no reason to use it, don't even get the reason it's banned still.
Ban:
1)Sandvich, Buffalo Steak Sandvich - first off, the Sandvich will allow heavy throwing sandvichs on defense which will cause easier lasts to defend with a medium health pack to everyone and will cause more stalemates.
With the Buffalo Steak Sandvich effect, allows heavy to eat it in spawn on rollout, and get to mid as fast as the medic, which will encourage a heavy-to-mid strat, and make heavy more viable which will cause stalemates as well.
2)Pomson 6000 - this gun can change a game in a single shot, that requires very little aim since the projectile is quite wide, it can take away -10% of an enemy medic and can destroy a push completely with a single shot, let alone 4 shots that if hit, can take away -40%, it's a broken weapon, which should be nerfed and a complete upgrade from any of the engie's primaries.
3)Soda Popper - this gun right here, is very, very powerful, it allows the scout to have 4 additional jumps when he gets to mid, this gun, as a roamer, terrifies me, I'd imagine myself trying to jump (on badlands) from closet onto the enemy train, and when i'm at my highest point of my jump I meet a scout in front of me with 2 shots that can deal a crazy amount of damage and shut me down completely, and that's only one thing that it can do.
A really annoying gun that is an upgrade to almost all primaries, and is also banned in both ESEA and ETF2L.
KevinIsPwnWidowmaker is a really questionable unlock too.
It's totally viable and not a complete upgrade to the shotgun, it's risk weapon that relays on if you hit your shots or not, so if you do, you'll kill them (which almost never happens) and if you don't you lose your metal and your primary, I think it's very viable.
