CM Quickfire is not the best mechanical but for the price you really can't go wrong. You'll enjoy playing on one substantially more then a dome keyboard.
Watching a lot of STVs of invite matches, speccing the demo, has helped a little for me. I imagine scrims and demo reviews will get you there the fastest.
He's already running Maxframes and should have those in his launch options. His hardware is probably just old and needs an upgrade.

Your gpu isn't bad and you could probably keep that. However, your cpu won't be able to handle the load of streaming and playing tf2.
Hooky has it right. I recently upgraded to a new i5 and it streams and runs tf2 at 140+ fps (250+ fps when it's just tf2).
Once you get a new i5, you'll need a new motherboard and RAM (I'm assuming you're still using DDR2). The other thing to watch out for is a DVD burner/player. A lot of modern motherboards don't have the IDE cables on them so you'll have to upgrade that DVD burner one that uses a SATA cable.

1080p doesn't matter that much for streams when the webcam is only taking up a fraction of the screen that is in 720p anyway.

DeathanchorUsing only a slightly modified version of the default HUD, and I don't use an FPS config. Many players will swear by lowest settings and the maxfps config, but I actually find medium textures to be the smoothest looking.
The biggest advantage that I've noticed with dx8 configs is that it removes certain textures that would otherwise be really nice sticky trap spots.
