not gonna lie though, it's a snoozefest to watch

It's not that it doesn't work rather it is an inherent flaw in TF2.

It's been postulated many times before and perfected by Kaidus teams. If there is money on the line the most effective way to play TF2 to win is to get round ad and force your opponents to push into you while you set up a Somme level defense.

Once you have round advantage with ten minutes or less you have no reason to push ever, especially if its two rounds or more advantage. Long round timers just encourage this meaning the team down in rounds has to bang their heads into set up defenses with defense being the much stronger side in TF2 due to chokes and spam.

It's working because it is the literal best way to play if you really want to win games and it is extremely hard to counter because the game simply favors defensive holds.
