Need help with FPS in tf2

recently i have gotten a new laptop. Its generally better than the last, but with intel graphics, rather than nvidia graphics :( .
I generally do get more fps in tf2 around 120 fps, but at times i randomly get fps drops down to 30-20. I've already tried multiple configs, and i've recently updated windows 10 Home Premium to the latest version, and changed my power and pc settings to favor performance and still get drops of fps! What could the problem be?

are the fps drops random or during specific times in gameplay? also

Did you check the temperature of your CPU and GPU? Maybe your parts are overheating.
If not did you check if any processes take a lot of CPU usage? Sometimes windows update likes to eat a respective portion of your CPU power.
If these are okay maybe try to disable multithreading? I had a case where the Source engine caused major issues because I had that enabled.
Also try to make sure you have enough RAM avaiable. I also had FPS issues when Chrome was using a lot of RAM (even though I theoretically had enough for TF2 anyway).
Also give us some more information about your system please.

What FPS configs have you tried and have you tried using the benchmark demo? if you need me to link that post I can and I want to see the fps stats kicked out by the console and the settings/hud/everything you used during the bench.
