If you connect to a server after logging starts for that round (after the cfg is execed), your IP will show up in the matchlogs, downloadable from logs.tf - IRC is CLEARLY not the only problem. It is incredibly difficult to protect your IP from people and still play PuGs, and perhaps not a worthwhile goal at all.
I was able to circumvent this issue entirely by parsing out the lines with IP addresses within the tf2.pug.na bot before uploading the logs to our stats site. If you use an IRC bot for uploading logs from servers, add me on steam and I'll give you the code for it (It's written in ruby but should still give an idea of what to do)
I'll message you about this later. Our bot is also written in ruby, but I don't do maintenance of it.

Also, if anyone is/has/or feels like they're in danger of being DDoS'ed, try running a netstat log. You then have proof of the DDoS and then can make a complaint to their ISP, authorities, etc.
