afaik the default zoom sens is incorrect on 16:9 monitors

If u want flicks to be the same # of pixels zoomed and unzoomed its 0.833

i meant that the crosshair moves at a different rate to when you are not zoomed afaik

i play on 1920 x 1080, 90 fov
16" /360
and .833 feels really slow, is that
really the right number or am i missing something

wouldnt it be different because cs has 2 zoom levels and tf2 only has one

I was watching a sakiisa video and he mentioned this. In summary, tf2 scales zoom sensitivity on an in-game fov of 75. If you use an fov of anything else it will scale incorrectly, faster to be more precise. I went testing, and I found that in gldsrc games (half life, cs 1.6, the engine tf2 was based off of) that if you use a zoom value of 1 it scales it to be a correct scaling of your out of scope sensitivity. This must mean that it also has something to do with how the fov in those games was scaled vertically and possibly aspect ratio, but for the sake of our sanity I will not try to figure that out. What I do know though, is that in tf2, in order to achieve a correctly scaled sensitivity in-scope you must divide 75/(current fov). Don't take into account if you are using 4:3 or not, just the in-game fov_desired value. So for people on an fov of 90, the correct value is .83333... continued.

TL;DR
I hope that makes sense, in short, to find the correct scale just do 75/(in-game fov) and that will give you the correctly scaled sensitivity value. Don't take into account 4:3 or 16:9.

Edit: I read that csgo thread, and I'm sorry to say that I am not sure which value is correct. I know sakiisa did the math behind his value and I thought the 2 games scale the same way, (40 fov in scope does not matter) but it's a very minor difference, although if you are looking to even get the correct scaling you probably want the right number. It actually might be possible that since csgo does not start with 75 fov by default that it does not scale quite the same way. I would go with my equation, 75/(in-game fov) for tf2 and then the threads value for csgo.

if u want ur crosshair to move the same amount of degrees in fov unscoped and scoped you have to use a different zoom_sensitivity_ratio
