My 16xQ CSAA is gone

I had a GTX 760 in my system before, but I just upgraded to a 980 Ti. (obviously not for tf2)

I relaunched after I installed the newest drivers, and the 16x Anti-aliasing option is gone, 8xMSAA is the highest option now.

Is there some command I can use to force it? Is there some setting to use in the Nvidia control panel? An answer would be greatly appreciated.

You should be able to force it with nVidia Inspector.

I'm not sure what you're trying to do but editing the profile called "Team Fortress 2" might be easier.

I did, but since it's "hl2.exe" it says that I have to edit the Half Life 2 profile in order to change it, since hl2.exe is bound to Half Life 2. It fixed, thank you.
