It seems that the soap dm plugin itself is broken and not sourcemod (mge still seems to work) so it might be a while.

soap really shouldn't ever break from updates. it only talks to sourcemod and not the engine.

apparently MM:S broke with today's update as well, try updating to the latest snapshot of that
