What causes point blank chipshots?

I've had a question that's bugged me for a while,

I play scout frequently and sometimes i'll be close range shooting an enemy and I'll hit a grand total of 9 damage at point blank range. I've always wondered what causes things like this, since it's what tends to make me feel like other scouts potentially outdamage me in. This never tends to be an issue ingame where an uncommn 1v1 happens and a chipshot can be overridden by teammate damage or proper dodging, but in a place like mge it just feels like it isnt even worth trying for the rest of that life.

I can only assume it's caused by twitching or aiming JUST off the edge of the hitbox making a single stray bullet hit them rather than aiming your crosshair at them. I use 11.7in per 360.

I ask this out of curiosity as it was a problem which once made me pretty frustrated, but i managed to improve it by adjusting my sens/360 and playing less aggressively, however i've had several scout friends also offhandedly get upset when it happens to them and i'd like to look into it and come up with a clear way to help them through the funk i was once in

there's nothing you can do about it short of moving to chicago or playing on LAN

The hitbox lags behind the model sometimes so if you are moving past each other quickly it may look center mass but it isn't

The hitboxes are actually being slightly drug behind wherever their model is when they're running.
Like how when you're running backwards and someone you're looking at swings their melee and kills you and it feels like they were ages away.

Like 95 percent of the time it is someone just missing a shot. The other 5 percent is that tf2's netcode isn't perfect.
