pc reboots after shutdown

So whenever I shutdown my windows 8.1 pc it reboots/restarts itself, and then when I click shutdown again it properly shutdowns.

A little annoying and I have no idea how to fix it or what is causing this.

edit* my shutters know when I do dumb shit

if you just press the button windows will turn off normally so no data loss (only when you hold the button down will it hard/force shutdown)

I was having this problem (windows 7 tho) for a while and it turns out it was to do with some windows updates failing. Basically when turning the PC off it would try and install some corrupted update or something and therefor reboot for some reason. I sorted it by browsing to the folder where the windows update files were stored and then deleted the updates that I saw were continually trying to install and that sorted it. Hope this helps.
