So, my monitor is a 144hz

lets say I wanted to play tf2 at 1600x900@120hz

do I have to set my desktop to 1600x900@120hz and launch tf2, or is there some way I can do that via the launch options?

You would have to change your monitor settings to 120hz and your launch/ingame settings for tf2 to 1600x900

Lightboost maybe? Last I checked it didn't work on 144hz, only 120.

my monitor is 144hz (just got it) are there measures I should take to fully take advantage of the refresh rate?

If you used lightboost, the monitor is already set to 120hz so you wouldn't even have the option to go 144hz.
