So lately while dicking around in mge, I don't know if it's me or the game, but some scouts just have faster strafes than others. Some seem really really slow, but some seem unnaturally fast. Is it just my eyes, or is there something more to it? (besides null movement script)

there is nothing to it, all in your head. null movement script doesn't really do anything also

Models in TF2 don't have the smoothest right-to-left transitions, so it can get wonky when coupled with latency, I guess. I know what you mean though, what with the crazy stutter-stepping some people do.

you can always strafe tighter, kinda like soldiers and rocket jumping, but since scouts never really get that much height, does it really make much of a difference?

I think we're talking about regular ground strafing silly.

anyway, i think that the reason why some scouts seem to strafe faster than others is because the faster strafing ones have more random movement. If your brain can easily catch on to the pattern the other scout is moving in they will seem slower. Since you probably wanna emulate their movement just try and focus on staying away from patterns. the trick to being hard to hit is to play like the WASD like the worst drummer ever. Change the tempo constantly and have no rhythm.

we always claim pizza either has a jetpack or is a bug because of how much faster he seems to move than other scouts

in reality its just years of developing mouse control and controlling momentum/strafes in the air

It is the same speed, but it looks jittery sometimes. It's one of those weird things Scouts do, like how Scouts with crouchjump scripts (or just really quick fingers) sometimes do the 'launched by an explosion limbs flailing' animation on double jump.
