So I've always struggled with FPS problems, and the one thing people most recommend is turning down my resolution, but when I do I encounter problems none of the people I have asked encounter.

This is what my game looks like when it is on 1920x1080 resolution, which is what my monitor displays. Ideally this is what I want my game to look like in fullscreen 1280x720 mode.

This is what 1280x720 fullscreen actually looks like.
I have had suggestions to turn down my monitor resolution, but what happens is that when I turn the monitor resolution down, it changes my refresh rate to 60, and when I turn the refresh rate back up to 120, the screen looks like the second image, except instead of just tf2 being displayed, everything is displayed in a tiny box in the middle of my screen surrounded by black.
I have an acer gd235hz. If anyone can help me out that would be great.

What kind of GPU do you have?
If it's Nvidia, you can go to the nvidia control panel and change this to no scaling. It should do what you want, providing that you're in fullscreen mode.

I think you want to follow this tutorial and set it to centered timings. Not sure, I don't have any experience with Radeon cards.

Go to AMD Catalyst Control Center and click on My VGA Displays. Once you're there, go to Image Scaling and Enable GPU Scaling. At the bottom, the "Scale image to full panel size should be checked.
EDIT: it might be a little different if you're using HDMI or something else

im using dvi. When I set the monitor up DVI was the only connection type that let me use a refresh rate of 120hz

If that monitor is brand new I'd suggest returning it if possible. It has a lot of input lag and is limited to 120 while the ASUS VG248QE goes up to 144hz and supports lightboost.

its not brand new and ive heard people complain about the input lag but i dont notice anything that bad. Also it was the only one that fit my budget at the time I bought it. I dont want to drop 300 or 400 dollars on a monitor lol.

It doesn't exactly "blow" but imo the input lag and the very dim backlight is too much of a sacrifice and (almost) no motion blur doesn't bring you that much of a bonus in fps games. For RTS games or MOBA's maybe but not for much else. 144Hz also feels way more responsive than 120Hz Lightboost (imo).
