So as the title says I stumbled upon the MasterComfig OS Optimization and did most of the stuff listed there as well as a few unrelated performance and boot time changes.

And after starting the game again, I felt a performance boost and an fps increase but at the cost of my aiming,
my mouse feels smoother and slower and I am having a hard time hitting the shots I was hitting an hour ago, it didn't change after a few days either.

Raw input is still on, mouse accel is still off and my sens and dpi didn't change.

Maybe someone knows why did this happen?

idk how bad your fps was before, but generally low fps will negatively affect aim consistency due to frame skipping. so getting good/consistent fps will feel very different to before.
another thing could be if u changed the aspect ratio, it will feel much different

make sure vsync is forced off in nvidia control panel
if you weren't hitting your refresh rate before and you are now, then you would be feeling extra input lag from vsync
