TF2 Freezing On Startup

When I launch TF2 the loading screen shows up and then nothing else will display but the game runs as normal. I can do literally everything a normal TF2 game can do (quit out, flip the casual level coin, queue for a game). Nothing I've tried has fixed this. Please help!

I've tried:
- Verify TF2 files
- Restarting computer
- Completely reinstall TF2 (delete steamapps/common/Team Fortress 2)
- Restarting Steam
- Switching out of the steam beta
- Check for new GPU drivers
- Reinstall GPU driver
- Defrag TF2
- Reinstall mastercomfig
- Switch out HUD
- Stop GPU overclock
- Stop CPU overclock
- Defrag registry
- Disable Steam Overlay
- Run a maintenance check
- Limit the amount of other programs running
- Get rid of launch options' commands
- Use "-autoconfig" and "-default" in launch options
- Use "-sw" in launch options
- Checked SSD SMART status

System:
Processor: Intel(R) Core(TM) i5-8600K CPU @ 3.60GHz 6/6
RAM: 16 GB
Hard disk: Samsung SSD 860 EVO 1TB (931.5 GB/Fixed hard disk media)
Graphics card1: NVIDIA GeForce GTX 1060 3GB (3 GB)

Weird shit:
I downloaded l4d2 to see if it was an hl2 problem. l4d2 worked normally and then when I booted up TF2 it worked normally too. I have no idea why. Maybe any hl2-based game could work? The next morning TF2 went back to having the same issues.

More specifically, NVIDIA GeForce was the thing I had to not let startup.

When you reinstall TF2, are you completely wiping the folder it installs to?

try -autoconfig or -default if thats still a thing
clearing out steam cloud cfgs will prolly be the solution if the above works

I have now. Unfortunately it doesn't help. Although this time the loading screen gets replaced with a solid black screen after a second. Everything is still the same though.

It is a bit excessive but you could try uninstalling steam and deleting Program Files (x86)\Steam

have you checked your drives SMART status? kinda sounds similar to when my hdd was shitting the bed at like 10%

Checked through the command prompt and it said my SSD is "OK"
