What does this really mean and why is it a bad habit? Doesn't everyone rely on their movement at least a little bit to hit their shots?

First example of aiming with movement that comes to mind is scout 1v1 where you mimic the other scouts movement to minimize crosshair placement. Aim-moving is not a bad habit and a mechanic you can choose to apply if it fits with your philosophy/theory about aiming. Do whatever works best for you and what you find comfortable. Aiming is very subjective and there is not a defined way of doing things that equal success. Good mechanics comes from good practice.

use it when you are not being shot at, if you tunnel vision on your aim in a 1v1 you will get smashed for moving in a straight line
