144hz not working on new monitor

I got a new monitor: VIOTEK GNV32DB
My old monitor was 1080p 144hz and worked fine.

I changed to refresh rate on windows to 144and made sure it was the same on the nvidia panel. I used test UFO on chrome and it shows that 144 hz is working, however, I'm 99% sure tf2 is running it at 144hz. I tried running tf2 in windowed mode also but it still looked like 60 hz. I checked the nvidia control panel for TF2 specifically and the 3d settings are set to use highest HZ available.
I also tried doing -refresh 144 in the launch options.

Am I braindead and it's just that 1440p won't work at 144hz for a gtx 1070 in game or is there a reason 144hz shows in chrome but tf2 doesn't run on 144?

If you use "cl_showfps 1", are you consistently hitting 144 fps? If you are, and it still looks like your monitor is running at 60hz, try closing any steam chats you have open in your steam overlay and making sure you don't have any animations on a different display, if you have multiple displays.

currently using 1 monitor, and i'm getting 240 fps. I tried playing red dead 2 and i'm pretty sure that's also on 60hz but my frames on that game aren't impressive so maybe it's not a tf2 thing

(This is assuming 144hz 1440p isnt being displayed period, so its not a tf2 issue)

What cable are you using? Because if you're using HDMI and didn't change the cable that you were using for your old monitor, its possible that the cable is version 1.4 or older, which supports 144Hz on 1080p but not on 1440p.

If you're using DisplayPort instead, the same situation could be happening if the cable is version 1.1 or older.

Your graphics card shouldn't be a problem since it supports up to DP 1.42 and HDMI 2.0b

I'm using the display port that came with the monitor, I tested just looking at text while I scroll on the monitor and I can say for sure the 144hz is working outside of TF2, I tested it in a different steam game and I can definitely tell it is on 144hz.

-freq 144 in launch options

edit:
Are you sure you have your monitor plugged into your GPU because if it's plugged into the CPU games that render with the GPU will run at default refresh rate.

It is plugged into the GPU, I've been testing it a bit more while messing with the NVIDIA panel, it's better than it was now but it's still a little off, probably should have just bought an asus...

edit: also had my brother look at it in case I was just being an idiot and 144hz is def working on other games
Has anyone tried tf2 with 1440p before?

TF2 works just fine for me @ 1440p165hz. So 144 should be just fine. Try unplugging any other monitors you have connected, make sure tf2 is in fullscreen mode (not window or borderless) -freq 144 in launch options and remove any -dxlevel commands you might have set (only need those in there once).
