TF2 Bad Particle Lag

Alright, so this is a lag problem. My FPS is good, typically around 100, and my ping is just fine. But whenever I get up close to particles (Meet the Medic taunt, flamethrowers) I start stuttering to no end, all the while the fps barely drops. Are there micro fps drops I'm missing? How do I even fix this?

try -default -autoconfig into launch options, remove all your custom files and see if it gets fixed
if it does, it's caused your hud/cfg (my bet is on hud)
if it doesn't, try reinstalling gpu drivers or rolling them back

Have you tried the Particle Limitation Pack yet?

Also make sure mat_queue_mode is on -1 or 2
