I use the no hat mod, not sure if thatprevents anything. I dont use and -dxlevel 81 or anything. But I use maxgraphics. If you have any tips, I'd love to hear them.

Also, I cant see the sheen, nor the eye-effect.

Did you tried to remove the no-hat mod or the maxgraphics to test it out?

I also use No Hats mod and I do not have this issue (though I use the one that allows me to see a pyros head) and I don't have this issue at all if I'm playing in Dx 9.

I've found that most of Chris' configs make it so you don't see the sheen, though it's always showed the eye-effect for me. That not being there might be caused by the no hats mod.

I don't think it works in Dx 8.

EDIT: If you have any particle packs consider turning them off.

Dx 8 disables the sheen and the eye effect. Just set your dxlevel to 90 and you'll be able to the sheen and eye effect.

Sheens should work with either one of those with your cfg on any Dx 9 setting.

After that the only things I can think of are

    Bad Drivers
    Some Driver settings that disabled the sheens (it would likely disable unusuals too)
    You're running in Dx 8

Also leaving "-dxlevel 9x" in your launch options would give you a small boost to your overall framerate and guarantee that you're on the right dxlevel.

So I added -dxlevel 98 to the launch options, but I can only see the sheen, but I'd rather not see the eye-effect than hats. But, thanks alot!

Leaving -dxlevel in your launch options does not improve fps. It's actually bad because you are making the game turn everything into -dxlevel x every time you launch when it already is that. Also your dx level isn't magicly change if you do nothing to it. I also heard some people have alt tab problems with it.
