No.

Use the lowest resolution you possibly can.
Get the NoHats modification, it usually improves performance.
Overclock your CPU if your CPU and other components support it.

I could stream at 1024x768 with i5-3570k @ stock speed and HD 4000 (integrated into the CPU), 30 FPS, Maxframes/Highframes, the FPS was stable 151, but I had noticeable input lag and that was pretty much the only problem. No matter what settings in-game I've used nothing fixed it.

Maybe you can use your old case and HDD? It'll save you some money which you can spend on other parts.
And I'd change the GTX 650 to HD 7770 as it's a bit faster with the same price.
The 650W PSU is more than enough, I'd definitely go for something lower.

If you want to stream you should definitely overclock your CPU.

You can go 8 GB of RAM instead, it'll be more than enough and I'd rather get the 7970 as it's faster (and cheaper) than the GTX 680, plus you get free games with it if it matters to you. I'd also change the PSU to something different.

Cro0Ked_i5s are fine for gaming but if you do video/photo editing or streaming and whatnot you may want to consider an i7. for video card i have a gtx660 and it runs everything i can throw at it fine. since you have a budget of $2k here is my build- it's around the same price range as you're looking at. might give you an idea as to what you should look at.

What's the point of getting i7-3770K if he's not going to overclock?
What's the point of getting H100 if he's not going to overclock?

OP, post at what resolutions you're going to be playing at.

At the top there should be "CDamageAccountPanel"
Edit "PositiveColor" and "NegativeColor", for example:
"PositiveColor" "255 255 0 255"
"NegativeColor" "255 255 0 255" and it'll become yellow.

Are you using custom crosshair for your +? If you are try this, go to your ClientScheme.res which is in your tf/resource folder and find your + crosshair, it should be something like this:

}

If it's not already there just add "outline" "1", it'll add a black outline around your crosshair.

May I ask why do you need 16 GB of RAM?
