retshock played on the old israeli teams with people like matnun, royze, fadestep etc back in the glory days of k1ck and crackclan. They were anywhere from 1st to 3rd place and were excellent players, especially considering they all play with 80+ ping. He then played for cc// with ipz and admirable in that version before brego joined yeah.

It will change the hitreg by a bit (but not really).
Basically, before this update, it was the client that generated the spread of pistols/miniguns. Hacks abused this by forcing the client to generate a perfect spread. In this update, Valve removed the client's possibility of generating spreads and moved that to the server instead, which means that there is no bypass. Nospread hacks are patched forever.
This does however have a minor effect on hitreg; since it's the server that calculates the spread of weapons, the clients visualisation of bullet holes (decals) and tracers (from muzzleflashes) do not match the server's. Where your client shows where a bullet lands, is not necessarily the same spot the bullet landed on the actual server. This only applies to weapons that have a random spread (pistols and minigun), as shotguns and scatterguns in a competitive gamemode doesn't have a spread.

I'd disagree. If you are doing 96% accuracy across any reasonable amount of damage you have to be using some sort of silent aim cheat. It may be extremely difficult to detect this cheat watching the demo, but it is pretty obvious that 96% accuracy is not humanly possible.
The limit at which the accuracy becomes humanly impossible is very arbitrary and unreliable. There's almost always reasonable doubt if you just go by accuracy stats.

I don't think it is that big of a deal. It would only be difficult if the medic died with an uber advantage and did not deny the medigun drop. You can count ubers just like you did before as long as you do not drop your medigun.
I think the best would be if the medigun kept 50% of it's uber when dropped and also despawned after 10 seconds. This means you can't have two ubercharges at once, medics can't pick up their own medigun after they respawened, but the whole depth of picking up other people's mediguns would still be there.
