AvastIMO the movement speed should be tweaked then it would perfectly balanced.
As it is now it makes demo way too mobile and combined with the health bonus makes the lack of primary, especially with the loose cannon nerf, not a huge drawback since you can just surf away from most close range rockets and such while having tons of HP. Makes it really easy to bomb too.
Maybe going from 10% movement to around 6-7%.
I would go hard-line and just revert the movement speed part of it entirely, or the health

because part of being a competent demo is ammo management, this ends up being less of a big deal than you might think (not that it isn't still a drawback obviously). with the addition of the movement speed it becomes worth it. the only way to show otherwise is if the theoretical downside of no pipes was leading to a tangible affect. that would probably mean that, if one looked at logs of a demo using booties, they'd either a) have less overall damage (because 8 projectiles instead of 12) or b) more deaths (cuz pipes are good at close-range protection). since neither seem to be the case (and in fact, it seems like booties demos die less and do the same or more dmg), we can conclude that their advantages make up for the pipes.
Nusemanand in team situations I don't think the extra health and movement make too much of a difference.

the movement speed enables you to hit stickies more quickly, especially on fast moving targets like scouts

it's better than focusing the demo, failing to kill him anyways, and giving their scouts a combined 6k every mid fight, but it still leads to demos going 20-2 and doing 400 dpm which is prolly not gonna help your chances of winning overall

Last season, we had a pretty serious discussion about banning the loose cannon. Yet, no one seems to bring them up anymore. Why is that? Well, I can't speak for anyone else but, frankly, the booties are so overpowered that I barely care about that other annoying demo unlock anymore. Any competent (not amazing, just competent) demo who runs them instantly has the potential to get fewer deaths than his medic while playing exactly as aggressive as he normally would. You're harder to kill, stickies are easier to hit, and in general it's just unbelievably annoying to play against.
