wonderlandrate makes no difference unless:
-its set too low to handle the game traffic
-its set too high for your internet connection
realistically rate 100000 is complete overkill. there is no difference in gameplay between 60k and 100k. 60k is also higher than necessary.
Rate actually does make a difference. It determines the delay between packets (throttling packets based on bandwidth). Sure, at a certain point, the delay becomes negligible, but it's much further down the line than your conditions.
What's especially not true is 60,000 being higher than necessary. The bytes per packet in TF2 regularly average at around 1000, and even split packets sometimes, so a rate of 85008 to 170016 would technically be the sweet spot, with anything past that helping slightly more but not noticeably.
