WiethoofdCheck if your antivirus is nuking that one file which does the audio for TF2, make your common/Team Fortress 2 folder an exception in your AV and validate your game files.
didn't fix the issue :/
edit: it appears that disabling geforce in-game overlay fixes it

lately i've been having issues with my game not playing voice commands (such as MEDIC!)
i also can't stream with the anti cheat compability hook and unless i have that on OBS won't display TF2
the error i have is

Serious suggestion about the jumper weapons

MakKnockback is tied to damage tho this basically goes against all the rules of the game. Fair enough for the individual using the weapon, the whole point of the gun is you still have self knockback but dont do damage to others. For enemies to take knockback from a gun that does no damage is stupid as fuck.
u mean rules as in what the game engine allows? cuz the shortstop has a shove which deals no damage lmao it's useless

I think this server could help with becoming slightly better since you'll at least somewhat know who you're playing against and instead of it being a pump and dump they can help you out in the longrun
