ElenaManettaSuggesting RGL should extend their authority from their league to policing the entire TF2 competitive community by creating new rules that retroactively gives them authority to ban people in the off-season is just not the solution.
The rules exist and there is precedence for them being used. People get banned in the offseason and people get banned for playing with permabanned players (the rule explicitly includes pugscrims). Off the top of my head I don't know of any specific case of someone getting banned in the offseason for playing with a permabanned player but I also fail to see a reason that that wouldn't be within the rights of RGL as a sanctioning body.
Regardless of the actual rule lawyering though, even just bending the rules to play with your rapist friend seems like a pretty fucking stupid move if you ask me. extremely disappointed in the top level of the scene right now.
