I'm going to try to be as objective as possible here.
With the main menu, I can see what you're trying to do here but my god nobody needs this amount of bells and whistles. It all just adds up to a really cluttered, uneven, and aesthetically poor main menu. You should try to make just a plain version and make the other version a customization option.
With the actual HUD: the mix of lime green, red shadows, random boldface font, and some pretty bad sizing makes everything look really cluttered. (especially the damage numbers; those are a lot bigger than they really need to be). You should also try to keep your heal/damage colors consistent between your main hud and your spectator/targetid, otherwise it just gets confusing (especially for casters).
Also, that killfeed is in a really awkward position (and apparently it changes position from place to place??). I also don't get the random teamcolored line underneath the targetid--it just doesn't look good right next to each other (plus I don't think people need to be told what team they're on when looking at someone else).
In some places you haven't even taken the Cerbetica font from rayshud off yet--you should fix that (also remove the random division lines from the scoreboard).
I understand you say you aren't an aesthetics guy but a hud is about 90% aesthetics. If you wanted to just make a bells-and-whistles main menu, just keep it as a hud mod.
Just my two cents.
(note: the disparity between comp-focused huds and casual huds is really large, if you're not really focusing on making a competitive hud take everything I say with a grain of salt)

FerskinWait flatline, out of curiosity is there some way to have the HUD edited for a specific class? Like have for med everything in the bottom center and when really low on health it says pop it? Would be epic if there is one
That would require a bunch of extra work; plus, my friend intellectual is working on a medic-based rayshud over here that should fit your bill.

Pheeshafter you wiped your graphics drivers and then restarted I'm assuming windows automatically installed a driver upon startup (unless you booted into safe mode).
Did you then manually install your ATI driver after that occurred? Have you tested the performance before manually installing the ATI driver?
In my situation the act of installing the ATI catalyst driver after the automatically installed windows driver caused issues. I had to run driver sweeper a few times and reboot into safe mode...I finally discovered that not manually installing ATI catalyst driver at ALL was the only way I avoided issues. For me the driver windows automatically installed was sufficient and was the only thing that didn't cause video playback to be so laggy and to have tons of artifacts and hitching in games. (i tested each time with a benchmark...I think 3D mark, certain video tests would lag like crazy)
If you have not used safe mode I would recommend repeating the process but booting into safe mode after you run driver sweeper. This will prevent windows from automatically installing a display driver...then you can try to install the ATI driver from safe mode.
If that doesn't work you could try to go with only the automatically installed windows driver for your card (after wiping all drivers just boot normally).
I booted into safe mode, but I didn't test the default driver. I'll do that soon.
Bump; problem solved! Stupid driver conflicts.
I used driver sweeper and everything worked out fine.
Ack! Driver Sweeper has been replaced with a new utility. Seems like it only cleans up graphics card drivers. I'll take a look at it.
edit: all right, finished reinstalling my amd driver and still no luck; I don't think we can entirely rule out driver conflicts though considering only my graphics card driver was uninstalled.
At least it fixed my resolution errors in TF2 and CSGO though. :)
Still having screen tearing issues though.

Yeah, I already messed with those. I did recently update my drivers though, but I can't remember if the problem existed before that or not.
No, plus there's no mat_picmip cmd in CS:GO so it couldn't be causing it there

So for about two days now I've been having a weird problem in TF2 and other source games where certain textures will be on a really low resolution for no reason. I noticed it in CSGO and TF2; in CSGO my weapons are really low-res and in TF2 certain things, like hud backgrounds, are low-res.

I've already looked around quite a bit and I've tried most of the fixes people have said (fixing paged pool memory, looking at my video settings, and of course the ubiquitous comp restart) and some of the catch-all Steam fixes (verifying cache, although it did find one file and made me reinstall directx). I'm baffled.
Any help would be appreciated.
AFAIK these are tied to your tf_english file. Just ctrl+f for MILK, CHARGE, etc and blank it out and you should be fine.
Alternatively, you can go to the HudItemEffectMeter_(whateveritemyou'reediting) and change the labeltext on the ItemEffectMeterLabel to blank and that should do it as well.
