Personally I moved from an xl2411z to an AW2518HF (notably not an IPS panel) and hate the AW. Everything is much worse on it except the refresh rate (which isn't very noticeable to me) and there's an ugly screen door effect over everything. I really miss the backlight strobe feature too.
Get a good 144hz display over a cheap 240 any day
I have the exact same model and don't have any of those problems, I've always used TN panels tho so maybe you're just used to how IPS panels look.
This is in your budget and it's 240hz, I'd heavily recommend getting this over any 144hz so you don't end up wasting money if you decide you want to upgrade down the line. I'm using an older version of this monitor and it's worked great for the past 3(?) years.

New effects, they're usually fairly noticeable and not a lot of people actually pay attention to what new effects there are until they see it in game, so you get a lot of attention if that's what you're into.
Bottom barrel of S23 open, it was a newbie mix team. We'd forfeited our first match because we only had four people show up and couldn't find a ringer. The second match looked to be more of the same, and we went through about 20 people before finding a steel engi main to play scout with 180 ping in a 5v6. We lost in under 10 minutes. The team that beat us went 1-13 that season, with their only win being the curbstomp against our team.
