Enigma is/was probably the best passive scout in the world when he played. He uploaded his povs at a i55 in a thread.
Schocky is kind of a passive scout, but he knows at times when to be really agressive or really passive.There are some povs of him.
Kiler isnt really that passive from what i've seen, he's just a good clean up scout.
Another good passive scout is herr_p; he stays around the combo a lot of the time and gets a lot of cleanup frags. I think he has a pov on his channel.

Great initiative.
I think they should interact with high-level competitive players , and participate to some competitive events ( Pretty much Insomnia) , and how #5 said , they should have links of important tf2 resources on their website.
And I guess just caring about the game more.
