I think borderless window gaming has improved, but it will certainly still add input lag which will make the low-ish fps feel even worse.
Also have you overclocked your cpu? If not, you're definitely wasting potential there.

What mouse do you use?

ireg403 has been good to me, especially since i got it really cheap. had an issue recently with the mouse not registering that i was holding the click, so considering a gpro wireless
If you're attached to the g403 shape the g703 is a good choice. I switched a few months back and the time to get used to the miniscule differences took maybe a week at most (maybe less if I played the game more). The mouse feels and performs exactly like my old wired g403 but wireless, big fan of it.
