There is an actual workaround for the DamagedPlayer animation event causing lag, read the 2nd half of this post and this thread for an analysis of what might be the problem.

The best option for seeing changes without restarting the game is to change antialiasing level.
Correct, toggling mat_antialias between two values should make main menu stuff refresh (if cache res files is 0)
Be aware that it works only for main menu, if you are editing something like backpackpanel you need to restart your game every time you want to see changes.
Wrong, having toggleconsole bound to back tick/tilde ( ` or ~ ) allows you to open console in those panels and then enable vgui_drawtree 1. Having Highlight Selected ticked and selecting the correct parent in the tree with hud elements and clicking 'Reload Scheme (Highlighted)' will reload backpack/store panel stuff.
Reopening lobby panels will also reload them and you can even use a reloadscheme button in most backpack/store/loadout panels so you don't have to enable console and can do it with a press of a button.
The newest version of OBS has the AMD encoding you could try instead of quicksync if your GPU supports it, also asking support on the OBS forums seems to be more appropriate than here.

You would have to remove it in MainMenuOverride.res, make the 'find game' button full width again, lose the Create Server + button and also remove the button(s) from GameMenu.res

Does hud minmode do anything to WietHUD?
- Player lists in Tournament mode stack differently (pub/highlander default and 6v6 in minmode with scouts on top)
- Payload objective reduces in size
- MvM Wavepanel reduces size a little

Validate gamefiles is the first place to start every time, then removing /custom and trying if it happens again.

Time to catch up on some of recent the updates/additions:
- Update to DamagedPlayer animation event should now stop making your game lag when setting people on fire/dealing damage to multiple enemies/using medic shield in MvM (info)
- Extraction status indication in the .bat file
- Rematch buttons in the UI match the hud theme
- Centered 'Disconnect' button in Ranked/Casual end of round screen (is now on top instead of bottom)
- Stats in Lobby panel (casual/ranked) have improved look (3 columns with 2 rows)
- Reworked code for lobbypanels/containerframes
- Added the horizontal healthbars as displayed above
- Modified PassTime hud to be less obnoxious (old)
- Various minor fixes

Disabling outlines in configs.... the 'unoptimized' argument is BS, the entire game is not optimized....
Whatever you do with eyes/teeth/facial expressions/shadows is all personal preference, but don't fuck around with stuff that is controlled through (Advanced) Options and stored in config.cfg anyway.
Bind console opening to `/~ and you can open that in the Lobby windows and use vgui_drawtree to figure out hud elements in backpacks/loadouts/store panels/lobby panels.
Can't be done shoras, not possible to have the charge bar for the cow mangler replaced with numbers or staged bars (especially since that will mess up as soon as you buy clip size upgrades in MvM)
