interp value keeps changing

So in my autoexec I have "cl_interp .0157" and in my soldier cfg, but my interp automatically becomes .021 whenever I join a new map/server. I've talked to someone else about this and they've had the same issue. How do I permanently set my cl_interp value to .0157?
