HalI suppose 'retarded' has multiple subjective meanings in this context, but the Escape Plan is badly designed. I think Tagg once voiced irritation that the Escape Plan has a built-in anti-escape mechanism (no damage falloff, 135% damage hits from mid-to-long-range). A straight damage penalty would be more appropriate. This almost certainly won't happen, since it's rate of usage is high.
