Yea it's been in the rules from the start.
You need to use the ones downloadable at tf2pl.com and you can't modify them.
Not many bans have happened afaik, but the minor edits of profile pictures some use are not allowed either.

taximanfor some reason some crosshairs work for me while others dont, it just shows the stock crosshair, help anybody?

One thing b4nny is right about though is the invite players can get invite pugs going. Issue is nobody wants to take the lead. See who's added up in advance, tell them to add to invite instead so you can ditch the Advanced players you don't want to be stuck with, see who's grinding a DM server, PM them on steam to add up
I've lead in house pug groups before. I know it's not fun to be the one who has to organize 12 players, but if there's like 5 people added in advanced that have access to Invite div you basically have half the work done for you already.
PM some friends, write in the text channel for Invite Div in discord, write in the text channel for advanced on faceit that you're trying to get invite pugs going so people who might look for advanced pugs in the next few minutes will go to Invite Div instead. If others try to Pm some friends they know pug frequently you'll get 12 in no time
If you want to revive pugchamp for invite pugs you'd have to do exact same thing except you'd only be able to PM through steam or spam invite player twitch chats. At least faceit also gives you some options to reach out to people through discord/faceit site
Pretty sure Phi said she'll finish it eventually and then she'll be done working on competitive maps forever.
She's probably busy irl though and b4nny is focused on TF2PL atm so don't expect this to happen anytime soon

For anyone else stumbling on this thread through google:
TF2 weapons have txt files assigned to them which contains a lot of their attributes. For example tf_weapon_rocketlauncher.txt
You can change the particles of the explosions of weapons like the rocket launcher to any other particle in the game through this file by changing it to a valid particle in the //buckets section.
These files are also used by the community to get any custom crosshair by using VTF crosshairs (Valve Texture File, a way Valve packages images).
If you install a VTF crosshair pack and a smaller explosion pack seperately you'll have 2 txt files that overwrite eachother. So you'll either have your crosshair or your explosion. Not both.
The tool posted above can make txt files that already contain both.
Alternatively you can merge these together manually (which is what people did before this tool and i still do it manually myself).
Just copypaste //buckets or //crosshairs into the other txt file, save the txt file, remove the other incomplete txt file, restart TF2.
If you have both txt files open it's easy to see the differences between them and what needs to be pasted into the other file
tl;dr: make sure you don't have VTF crosshairs + smaller explosions. They conflict.
If you do, then compare the txt files of explosive weapons and merge them together or use the tool posted by Robbe a few comments above. Look for the //buckets and //crosshair sections in the txt files

twitch also has a thing for prerecorded streams. could look into that. depending on how long it takes to be uploaded you can make the broadcast delayed to tomorrow on twitch
alba/adysky will most likely irl livestream like they did at Swelan
sezco's aim is really enjoyable to watch. Watching him snipe in pubs or play pug scout was really enjoyable when he still did it frequently. Comparable to puoskari's aim, for those who weren't around when sezco streamed TF2 a lot. He'd often get 90% accuracy in pugs
