Me and a friend noticed this happening recently, turned out it's being caused by the plugin we had installed. (Casual's Open Plugin).
If you have any plugins installed, they might be causing it.

DraGuLaSherb, it seems as though SOAP is not disabling itself for tournament mode. Are you using sv_tournament 1 ??? Are you doing 6's matches or Highlander matches? Depending on which one I would suggest using the proper UGC/ESEA configs and those will make sure soap gets shut off. I am not 100% on this but from my experience this is what they do.
I'm using an ETF2L 6v6 config, so from I gather it should be okay.
I may have installed the plugin wrong, however. Multiplay has a horrible interface

Nah, this one caps the FOV increase at 130, so nothing sketchy can really be done.
It's allowed in ETF2L and UGC so it can't be that bad.

How do you even disable aero? I know my razr game booster automatically did it in some games, but I'd like to permanently do it.
- Right click desktop
- Personalise
- Scroll down past Aero themes, to Windows Basic themes
- Choose one

bearodactylHoly crap how did you get that field of view? Graphics looks like anus but the FOV is nice. Also what hud? Like the croshair, looks nice.
Scroll up a few posts for info on how to get the graphics and FOV (post #3).
HUD is KBNhud.
The crosshair is one of the defaults. Number 2 or 3 iirc.
