I can't seem to check what ports are open/blocked. I am plugged into a network switch straight into their connection, but the problem persists w/o the switch. Tracert doesn't work AND on their webpage they say that it is blocked.

I think this is a really good idea. With knowledge that it's highly unlikely Valve will read this, a lot of the draw of e-sports is the teams and the players. If we introduce thousands of players to competitive at once, it will be VERY hard for them to get committed to without a team or player to follow. Players can be distinguished easily: Stream List in game. Honestly it's scary to me this hasn't been mentioned. As far as teams: Stickers are very effective in CS. Shit, if a player says "'MAD LUXURIOUS' has the coolest team logo. They're my favorite!" then that's their hook. They want to watch those matches.
Hey, the title is pretty explanatory, but it's pretty frustrating.
Basically my ping is very bipolar to some servers. I live in central Indiana, so my ping to Chicago can be very good, but sometimes it can be insane. For instance I ping 9 to DM but the ping in my scrim server goes from 60 to 150 to 350 to 200 within a minute of each other. My ping to ESEA seems especially awful with a fairly regular skipping between 150-200 back and forth about every second.
As far as diagnostic steps I have taken I'm pretty limited. I'm on university ethernet and they think for some reason a tracert in command prompt can lead to DDoS attacks on their network. Idk. So here is a trace from their shitty website to my scrim server:

I'll be honest. I don't know what this means. I have talked to NFO (our scrim server is accelerate, but another server I have the same problem is NFO) and the network help at my school. Both say they need more information from the other, information I just can't seem to be given.
At this point my desperation has reached the point of trying a VPN. While it seemed to help a bit (still mild spiking during a small test time) it adds to my base ping which obviously isn't ideal.
Any advice is very much appreciated! Sorry for the long post, but I want to spend as little time answering questions.

Yosh7I got the max fps for mid quality PC's, and I'm in -dxlevel 80. For some reason on one of my hats, the otolaryngologist's mirror, instead of it being shiny, there's a weird fire texture. Is there any way that I can fix this? (Other than going in -dxlevel 90, my computer can't handle that)

If people are making new screenshots I recommend using SFM. Making a SFM poster is easily the highest quality you can get for something like this and I did it a few times for people doing map-type things. Bumperino, IM fees paid and I paid my premium 2 hours ago so I'm set for the season.
tsc (I think it was tsc, sorry if not) already made a plug-in like this. It basically was able to smooth between players POV's and it looked really cool. iirc though it was decided that TF2 is way too fast paced for that kind of transition. Every time the smoothing was used it was really jarring because unlike in CS people move more than a foot a minute, and a lot of things add to smoothing in tf2 being nauseating
edit: just watched the time stamp you linked and the glaring problem is that TF2 doesn't have a 45 second buy timer. People sit in spawn (while 2 classes do static jumps) for ~10 seconds. There just isn't a lot of room to work with there
