Charters good where I live except for the one time I need it to be good: at night

During the day, I get 20-30 mb/s no problem, can watch streams in high quality with no buffering, perfect
At night, the node I am on gets way more traffic then it can handle (which makes no sense because I live in the middle of FuckingNowhere, Nebraska), and shits itself. I dip down to under 5, which when you're paying out the ass for 30, that's kind of shitty even if their TOS do say they don't guarantee that bandwidth all the time

Building on what flame said, if you have some basic technical know-how and can read directions, it's much better (and overall cheaper) to buy the parts online and build the computer yourself. This way you know exactly what's inside of it, and you can upgrade it easily if parts fail or become obsolete

I built my computer almost 3 years ago, and it still runs tf2 at 120 fps constant. Much better then a crappy laptop that you won't be able to upgrade or add anything to.

Call a technician and ask them to check out the cable running to your house/app/dorm, it may be old, damaged, or maybe just needs replaced in general. Couldn't hurt to look at it either way.

If buying a new modem hasn't solved the issue, and has in fact made it worse, that makes me think it's the cable running from your modem to them. Bad cables will create a lot of bottlenecks like this.

I come from an MMO background, that's all I played throughout high school.

When I got into tf2 in early 2010, I was playing WoW at the time as a Mage, so I wanted to try more of a support class since I was accustomed to playing damage classes in MMO's. Because of this, Medic was the obvious choice.

Now I play all the classes but still enjoy Medic the most. A lot of the medic's mechanics are really fined tune and give a different play-style from the other classes and other FPS's in general.

If I didn't have to install Origin on my computer, I would definitely jump on that, Sims 2 is a pretty fun game.
