TBH I don't see what's wrong with half of his sentiment. I would much rather have fun pub weapons and disallow them in 6s because they are annoying/op rather than water them down to encourage their use in 6s where they will be underpowered/annoying.

DarkNecridEngineer is pretty important to pubs (due to large team size) just for the dispenser & teleports, although YMMV heavily depending on what maps you pub on.
I get what ur saying and 1/2 engies per side really does actually add depth/enjoyment, but engineer has to be one of the most un-fun classes to play against in multiples (let alone just on pubs).

TBH engineer has no right to be in this game, it's just a remnant from TFC (same with pyro IMHO).
All engy does is allow for highlander to exist in its current form (not a good or bad thing, just a thing).

A bit selfish and a bit basic considering the scope of what you're looking to do, but I'd just like to see demo reviews of good Demomen, particularly the decision making process, why they are doing what they are doing, etc. Thanks regardless and I will be tuning in if I can, the community really needs new resources as most demo reviews and in-depth strat talks no longer apply to the meta and even map changes of the past 2 years.
